Just been forgiven for a hefty loan that was taken out during peak corona (from city office) what random (like out of nowhere) act surprised you?

So two years ago I applied for and received 2 loans from my city office which was income relief during corona. I was due to start paying them back in January but received 2 letters over last week forgiving my entire loan amount. Have any of you all experienced something in Japan which just came out of nowhere.

As a side note, im working and my partner is working and we were already prepared for first few months of repayment.
