It’s always すみません. すいません is like informal speaking with friend. Some young kid speak too fast from すみまでん to すいません. And nowadays, it becomes a trend word between good friends.
It’s like asking when to use “excuse me” and “scuse me”.
They’re the same word with a different level of ‘properness’.

Unless you’re friends, or on friendly terms with someone, always use すみません. Of course, if you use the wrong one people won’t hate you for it, but it’s best to speak correctly if possible.
