Just to be clear I want to know what part of the fish this is and if its edible I’m sure its not mold or anything but its the first time I’ve seen this

Whatever it is it looks to be badly freezer burnt
It’s (was) probably fine. Seems the chef needs to use a sharper blade. Maybe they used a butter knife? Definitely that is fish which would explain the smell.
