Why not man the store with the person watching the security feed?
If the thefts occur a loss of less than ¥1193/ hour, continuing this model would be more profitable than paying a worker the going rate. To add, convenience stores even usually have more than 1 worker on at a time. So the rate of theiving could be even higher and the store could still make out well.
This is not to say I support the thieves, but the store operator does not have the level of hardship we are led on to believe.
Remember kids, if you see someone shoplifting food, no you didn’t!
