1. I don’t think it’s for you my buddy, it probably means your parents would receive it.

2. There’s a range of schemes with catchy names like U-turn, J-turn and I-turn. Generally, you need to have been living continuously within Tokyo for 5 years to be applicable. Then after you move you need to fit other criteria, such as working a designated job.
