Not sure about the percentage, but even as a Japanese man who was born and raised in Japan, I don’t know a single Japanese person in their 20s that follows keirin. I think it’s much more of an “old man’s hobby”. Keiba (horse racing) on the other hand is a more popular form of racing that involves gambling.
