1. They definitely allow “foreign” names. Or what do you mean?

   You’d have to change your name in Japan, by changing your family register (the passport name is based on the family register), then you can use that on your passport. You could possibly add your American surname as an alternative surname like described here: https://www.mofa.go.jp/ca/pss/page3e_001033.html
