Fertility reduction measures include consumption tax rate increase for consideration, said by Amari, Liberal Democratic Party of Japan

Amari, former secretary-general of the Liberal Democratic Party (LDP), who is a senior member of the LDP’s tax policy research committee, expressed the view in a BS programme on 5 May that raising the consumption tax rate will be one of the financial resources to be considered in the future in order to promote future measures to combat falling birthrates.

    With regard to measures to combat the declining birthrate, Prime Minister Kishida stated at a press conference on 4 April that he would “take on the challenge of a different dimension of measures to combat the declining birthrate” and has indicated his intention to strengthen economic support, mainly child allowances, and to expand services targeting households raising children.

    In this connection, former LDP secretary-general Amari pointed out in a BS programme on the evening of 5 May that ‘Prime Minister Kishida is saying that he will take a different dimension in his measures against the falling birthrate, so if it is child allowance, for example, we must discuss it thoroughly and link it to the discussion of financial resources’.

    He then added: ‘Childcare is a matter that concerns all citizens, so we have to establish a system that provides broad support. We have to have a little more down-to-earth discussion, including on future consumption taxation”, and expressed the view that a future increase in the consumption tax rate would be one of the financial resources to be considered in order to promote measures to combat the declining birthrate, such as the expansion of child allowances.

    Mr Amari also said that ‘creating a tax framework is a topic that can be discussed over a longer period of time’ and stressed the need to hold tax discussions throughout the year.

    Regarding measures to combat the declining birthrate, Chief Cabinet Secretary Matsuno stated at a press conference on 5 May that the Government will consider the expansion of child allowances, taking into account the report of the Council for the Establishment of an All-Generational Social Security System, which states that such measures should be ‘considered together with permanent financial resources’.
