尊敬語 and 謙譲語 in the same sentence

I’m trying to do this exercise:

あのう、こちらで(1)煙草は(2)吸えないことになって(3)います。 (4)吸いたい場合は、あちらで(5)吸ってください。

This are the official solutions:

(1)おたばこ
(2)お吸いになれないことになって
(3)おります
(4)お吸いになりたい
(5)お吸いください

I don’t understan why I should pass from 尊敬語 in answer (2) to 謙譲語 in answer (3). I can’t really find an explanation.

Any idea?
