Zairyu Card renewal (Permanent Resident)

A person I know has a Permanent Resident visa.

But last 2018 he left Japan to study and work in Australia.

Before leaving Japan he applied for 海外転出届, thus he doesn’t have an official registered address and therefore cannot receive Hagaki from Immigration.

His visa will expire early February 2023 and plans to return to Japan sometime end of January for the sole purpose of renewing his Residence Card.

He’s still on a student visa in Australia and does not want to give up his Japan PR just in case he comes back and live here again.

Question: Can he go to immigration and apply for renewal even without the Hagaki?

  1. When he left what did he say about his future intentions? Sorry but you are on a PR in Japan, go to study overseas 4 years ago and hope to be PR again in the future?

  2. Technically he can still renew his zairyu card. He doesn’t need hagaki cause PR holder only need to go to immigration and renew the card right away. No screening/examination is needed.

    I do hope your friend applied for the 5 years reentry permit when he left Japan though. Without that he can’t reenter Japan anymore.

  3. The zairyu card isn’t important, he can let it expire without losing PR.

    The re-entry permit is very important: if it expires while abroad, he loses his PR.
