Getting screened for a personality disorder?

I’m worried that I have BPD, but I’m not sure how I’m supposed to get a diagnosis. I heard that Japanese psychologists cannot diagnose and you have to go to a psychiatrist? But I’m not sure.

I already go to a psychiatrist for bipolar disorder.
