Have I Been Scammed?

Hi guys. I submitted my pension docs in Sept and received the 80% amount in December. In Jan I sent the tax refund docs to my school and they arrived a week later. It’s now May and I have not heard back from my school despite two emails to the office clerk about the 20% amount (she usually responds). Have I been scammed out of money? What should I do next? Thanks.
