For a “Child Dependent of Permanent Resident” who was born in Japan BEFORE their parent had PR, I am wondering what the path is for the child to get PR themselves. When can they apply for their own PR status (rather than be a dependent)? I for some reason am having difficulty finding the answer to this question but suppose I’m just not using good search terms.
Also, although I was having some trouble understanding the implications and terms of what I was reading, one website I came across seemed to indicate that there could be a difference in outcomes for a child (regarding future PR vs Long-term Resident status) depending on if the parents apply for PR at the *same time* or *separately*. Does this mean that it would be best for our child for my husband and me to apply for PR at the same time? Lastly, is it even possible to apply at the same time if he is applying through HSP fast track (granted we’ve already been married over 3 years at the time of his/our application)?

For your first question, if your child was born in Japan then they are eligible for PR the moment one of the parent receives PR. No need to wait for 1 year of residency.
Unless your child dependent (on a dependent visas) has 10 years of consecutive residency + 3/5 year dependent visa. They won’t be able to apply for PR (the same as the table 1 visa holding parents supporting the child’s dependent visa).
However, once you obtain PR then you can switch your dependent child onto a ‘Spouse/Child of a PR’ visa: https://www.isa.go.jp/en/applications/procedures/zairyu_henko4.html then after 3 years of being a child of a PR (anywhere in the world) + 1 year consecutive residency + 3/5 year visa they can apply for PR.
But how old is your child? Things get more difficult if your dependent child is an adult (i believe age 20? Or is it 18 now?) Because then they will need to be (1) not married and (2) financially dependent on you. Then they can obtain the long-term resident visa: https://www.isa.go.jp/en/applications/procedures/zairyu_nintei8_01.html which requires 5 years consecutive residency on a LTR visa to obtain PR + a 3/5 year visa. As an adult they would then also need a perfect pension record etc too.
