Notarized document and money order to US Department of State

I’m looking into renouncing my US citizenship. To do so, apparently I need my CRBA, since I was born abroad, but my parents can’t find the original physical copy. I do have a US passport.

According to this: https://travel.state.gov/content/travel/en/records-and-authentications/requesting-a-vital-record-as-a-u-s–citizen/replace-amend-CRBA.html

I can request a replacement copy, but I need:
– A notarized typed or written letter
– a 50 USD money order or check, payable in US dollars through a US bank, payable to US Department of State

I have no idea whatsoever how to achieve this from Japan (I’ve never lived in the US). Does anyone know how I can go about??

Thank you!!
