You can supposedly use PayPal if you sign up for it through Google Play.
EDIT: You might also be able to use Amazon Pay if you sign up through Amazon Prime.
you can buy those unext topup cards at convenience store for like 2000 yen? i know it can be used because i had some people from outside Japan asking me to buy those so they could watch unext, so they must have signed up without a Japanese CC somehow.

Get a debit card or prepaid visa card, and register via Rakuten Pay.
