Most social workers work for government agencies.
Most government agencies require applicants to have passed the civil servant exam.
Only citizens are allowed to take the civil servant exam.
So you’d be denied the majority of opportunities right out of the gate, regardless of your Japanese ability.
Search instead for an NGO (Non Governmental Organization), although you’ll probably need fairly high level Japanese ability to have a shot.
You may be able to work in the senior care industry. With the population decline there is a shortage of workers in nursing homes and other senior community facilities.
