I need to apply for the transfer. I know all the steps, I have most of the documents but I still don’t have My Number Card. The website [https://english.jaf.or.jp/driving-in-japan/drive-in-japan](https://english.jaf.or.jp/driving-in-japan/drive-in-japan) says I need:

>4) National health insurance card, My Number card, residence card (to be presented)
But many times when applying for various things needing My Number card, the My Number itself was enough. Is the My Number card a hard requirement for the transfer?

You don’t have to provide my number card.
They ask you to present one of the identification document/card from number 4.
So your valid residence card or health insurance card is enough, if you don’t have my number card.
No need for my number card but plenty of time, patience and following the steps to a T. Don’t give them a reason to deny you. Good luck!
