So I recently got my debit card from JP Post bank and went to make my first purchase on Amazon JP but soon after when i tried to log back in (on the official website, not a scam mail) I was told the account is put on hold and I need to obtain a billing statement. I’m fairly inexperienced with this stuff being young and I can’t read Japanese that well. I’ve tried searching for information but cursory searches haven’t gotten me anywhere.

Strange to me. Are you sure not scam? But anyway you should be able to get account details from an ATM or teller. Or if you have net banking, you can print the details. If not scam, I guess they want to verify it is you in control of account. Maybe billing address different?
