Urgent help request

I know this is likely a shot in the dark but I am so worried.

I have a Japanese penfriend who I have been emailing (I only have his email address and home address – he is quite elderly) for years. Yesterday I received a very alarming email which gave me reason to be concerned for his safety. I only found it this morning but I instantly contacted two separate embassies in my country who took his details but advised me to contact local police/doctors. I explained I don’t speak Japanese but they told me a translator my be available. I tried three of the numbers they gave me but the only successful one was the police station. I can’t speak Japanese and even with google translate I could not get my message across. I tried to call my embassy in Japan but they were closed. How can I get a welfare check for him? Please – are there any English speaking contacts?
