最高の友達だぞ sounds like a strong declaration, maybe even a little hostile depending. Maybe somebody was disrespecting them and you say that to defend them. ‘Hey, they’re a great friend!’
最高の友達だね kind of sounds like you’re talking about someone else’s friend, usually. Like ‘Wow, they’re a great friend(, huh?)’
But uh, you should really study the differences between sentence end particles yourself, you could not have picked two more dissimilar ones.
