Dependant visa and work permit

Hello everyone. I’ll be moving to Japan this week on a student visa, and I’m planning on bringing my spouse on a dependant visa afterwards. I know the certificate of eligibility may take months to be issued, but I was wondering how long after he has the visa it would take for him to have the work permit granted, and if this is something he would have to apply for once in Japan or maybe I could do it for him beforehand.

I’ve googled and I can’t seem to find if this work permit takes a long time, or is issued quickly or even granted immediately after applying. In my case I know that I can request my own work permit at the same time as I’m applying for my residence card, maybe it’s the same for him?

The main reason for this is to know how much time he has to be without work, as he has a company here in my country that would employ him long-distance/remotely asap. And yes I know only 28 hours is permitted, that’s OK! Better than nothing for sure.

I hope I’m clear, please ask me if I need to clear something out.
