Help finding a Japanese Musical Movie

I have an unusual question/request. I am looking for a live action musical film from the 1950s or 1960s that I remember seeing on tv while in Japan back in 2019, but I don’t know the name.

As I recall, it was about a toy salesman for a failing toy company who finds a series of unlikely buyers for the company he works for.

I clearly remember the scene by the WWII memorial and the scene where he sells military toys to the commander of the Self-Defense Forces for use in training.

This is a very vague request I know, but I would love to see the entire musical.
