Neighbor’s cat keeps crying locked out on the balcony

As the title says, my kind of neighbor (house very close by) keeps their cat locked out on the balcony on the second floor most of the time, even in freezing weather. And naturally the cat keeps crying all the time. I tried talking to them, but when they’re outside they would just rush into their house and not open the door when I ring.

As I feel sorry for the cat and also can’t sleep in the night due to the constant crying of the cat, I was wondering if any of you know what would be appropriate to do in this situation?

    If talking doesn’t work maybe a letter?

    My concern is them dumping the cat since it seems they don’t want it.

  2. Your city or ward office may have a noise abatement or animal welfare desk. You might try there.

  3. Cats are pretty commonly outside village type animals in Japan. They’re not quite looked at an an inside pet to many people. I can’t imagine there is much you can do besides actually taking the animal in yourself which of course would be a problem. Earplugs may help.
