Although other countries have already started selling preorders for the Legend of Zelda: Tears of the Kingdom, I see that as usual, Japan is behind the curve. (Insert joke about the irony of living in the country that Nintendo is from.)
My question is, how do you usually follow updates for upcoming games and specifically when their preorders go on sale?

I think you should be fine.
With the exception of limited edition releases, I have never encountered a game completely out of stock in all electronic/game stores within a 10 km radius.
Games aren’t like consoles where the profit margin is incredibly thin (or even sold at a slight loss) and they are somewhat limited and can’t meet the full demand at launch. Games profit margins are much higher (at least on a production basis). They’d make enough games that every kid and their grandma could have one.
Well, I mean they didn’t call Majora’s Mask Ocarina of Time II, so I guess the confusion on the naming scheme is all on me. I just go to Costco, personally.
Youve been looking online, you have to fax the pre-order.
Twitter and/or Youtube. Just follows Nintendo Japan and they will shove it in your face every single day. May as well follow Square Enix and Atlus id you’re into JRPG.
There’s a Nintendo direct at 7am tomorrow.
They’ll surely start preorders shortly after that!
You follow updates by following the official account.
Quite a bit of mystery regarding that game their marketing plan is probably to release all info all at once to maximize the hype and sells at release.
