If you’re on Android, install Gboard and use the handwriting feature to input it on whatever dictionary you like.
It may not be the best option for a dictionary but Google translate has hands down the best handwriting recognition of any app I’ve ever seen. Whenever I need to look something up I always start there and the copy paste the text it gives me to another app if I need more context. If you download the Japanese language you can use it offline.
The best app by far is 感じ検索[ios](https://apps.apple.com/us/app/kanji-lookup/id973780102) [android](https://play.google.com/store/apps/details?id=com.telethon.kanjilookup&hl=en_US&gl=US) (ive only used the ios version and i have never had issues as long as stroke order is correct)
