I lived in Nagano for almost 10 years. Short answer, depends on where you are. South ie Iida, Ina, no. Nothing. All dead. Central, Matsumoto, Suwa, there’s bars and a few things. But it’s all centrally located near the stations and they close fairly early, L.O. being around 11:00ish, later if you’re lucky.
Admittedly the north, Nagano, never really went there except for Togaku-shi and visa stuff but it’s the biggest city, so I’d imagine there’s stuff to do. Also ski areas probably stuff to do there too.
