I was issued a COE by a well known University but their instructions say they are not the guarantor

I was accepted into a Japanese language program at a well known university for Spring 2023 in November. I received my COE this week and the instructions said not to list the university or anyone from the university staff. The instructions then said to contact the embassy if I did not have any friends or family to list as my guarantor or reference in Japan. I contacted my embassy immediately and they insisted that someone at my school had to be my guarantor. I called another embassy in a different state, and they said to just list someone from the school and that it doesn’t really matter. I previously attended an exchange program at a different university last year and they had students list the university president as the guarantor

Does anyone have experience with this? I have a COE, isn’t the organization that applied for my COE always the guarantor?

    “Guarantor” has a slightly different meaning in this context, but ultimately yes, they are.

    Go ahead and list a contact person at the university. The person you list on your visa form is *almost* never actually contacted anyways.

    It is ***sketchy AF*** that the university is telling you not to list them. I’m sure they have (to them, at least) valid reasons, but… It’s super odd.
