I can’t provide a picture but I’ve been trying so hard to find the name of a ghost/demon that wears a veil to cover their faces, and sometimes they have little horns. I’ve also seen art/fan art of characters with veils that have writing on them. I’ve been wanting to learn more but I can’t find the names. Anything helps.

I think you may need to be more specific – veiled ghostly women with non-human features is pretty broad.
Were you in Japan as this happened, which is why you’re asking in this subreddit in particular? Because if you’re thinking about fanart, the inspiration may not be Japanese alone. Such women are legends all over the world.
Is there anything else you can remember about her, or the circumstances that made you think of her? A lot of what sets these kinds of spirit women apart is the situation.
So yeah. We may need more information. Even images of the fanart this brings to mind may help narrowing it down?
