Tokyo is a massive city but I have never heard of how there are different accents or dialects in different wards of Tokyo.
As a point of comparison, the different boroughs of New York have distinct accents; Queens, Brooklyn, and the Bronx. London also has the cockney accent with other accents.
If anyone has any Japanese resources such as videos on the differences in language between different Tokyo regions or wards I’d really like to know.

No, not that I’m aware of.
But if you’re interested, Osaka has a very distinct north-south differentiation.
