I wanted to visit the Tokyo imperial palace on 23rd Feb because that’s the second day the grounds are opened to general public. I was going through their website and I’m a bit confused.

This page mentions that the palace will be open on 23rd February, but booking is good to have. Walk-in can be risky because only 70 people allowed.
But when I actually tried booking the slot, it says that booking is closed for special occasion. What?
I’m sure I’m misreading this, does anyone plan on going or can help my dumb self figure out what’s happening with the imperial palace’s entry?

Feb 23 is a national holiday, specifically the Emperor’s birthday. There will be no guided tours on that day.
The website says it is closed on national holidays, which February the 23rd is.
