Depends on your level of Japanese. First of all, like everyone said, you cannot play for money, similar to a casino. But you can pay an entry fee, and if you win, you get something non cash, like gift card. This is perfectly legal.
There is Corner Pocket (near Asakusa) that do an international game every week or so i think. There are other poker halls, but i believe most require some level of Japanese. For example M Hold’em (few shops IIRC, there’s one near Meguro station, but doesn’t seem to be English friendly).
