That goes for many small towns in Japan, including the small city I live in on the edge of Tokyo. Even in the most affluent of nature towns there’s no shortage of vacancies. It doesn’t take away from the town itself. I see it as opportunities to provide a service and be part of the community. Nikko just happens to be a town that doesn’t have a large population when the tourists aren’t there but it doesn’t make it any less lovely.
It’s an historic tourist destination for Japanese folks and foreign visitors. It’s not a center for industry or business. And that’s fine…go with your strengths.
There was a little hole-in-the-wall yakitori joint on that street with tsukune so good, I named my cat after it.
