My spouse went abroad, and she will not be coming back for another five months. I need to submit my spouse’s Income proof (Taxation certificates（税証明)) in my office to maintain her dependency.
Is it possible for me to apply for and receive the Taxation certificates of my spouse?

Yes you can with an 委任状 from her.
To my surprise the city office gave that to me without anything else than my own ID.
