1. I think 斲 is just uncommon

2. It seems to me like 斲 is being used for the word けずる in your image.

   けずる is normally written with 削.

3. Only examples I can find of it are where it’s pronounced き・る … I can’t find anything resembling the pronunciation that you showed, a very uncommon kanji from what I can tell

4. That’s all prewar orthography. Are you okay with 旧仮名遣い?
