You sure can, dried kombu does not have any moisture or liquid content so mold will not grow on it. Those white parts are mannitol (had to google) and are good for you, so don’t wash/wipe it off.
I’ve used kombu that’s been in an opened packet for over a year with no issues 👍

The white stuff is crystalized umami. It’s not specifically MSG but it is a glutamate. In short, it’s not mold and in fact recommended you keep as much of it on the konbu when you use it
