difference between は and が

What’s the difference in meaning between those to examples
Noun+は+誰?
誰+が+noun?

  1. Ga marks the subject. Wa denotes the topic of conversation and can be used in place of ga when the subject of the sentence is also the newly introduced or returned to topic of conversation.

  2. My understanding is, wa indicates a living topic and ga doesn’t.

    However I’m fairly new to japanese so I’m probably wrong
