I’m moving to Japan next month and I already have Global Entry. I’m aware of Japan’s Trusted Traveler program, but it seems to me it’s only for people who will be repeatedly traveling to Japan as a 90-day temporary visitor. Have any Japan visa holders been accepted to this program anyway, or is there an alternate program for residents?

You can register to use e-gate at immigration.
However, while you are a resident, you will be entering Japan on “re-entry” lane. In my experience, there rarely are long queue on the lane, as it’s dedicated to foreign resident re-entering Japan. You can still register and use e-gate, but it might not save you much time. In fact, I have seen people using e-gate to be significant slower than standard re-entry lane, depend on foreigner:Japanese ratio.
