Is this the travel campaign for vaccinated, or something else? In my experience you get a coupon when showing your vaccine certificate and I’d with your address. So you should get the coupons for each resident with vaccination certificate, and nothing for the others. So it’s not a direct discount.

I don’t believe it’s possible if you book through booking, rakuten and whatnot, but it should be possible if you book directly with the hotel.
Might be different depending on prefecture tho, kyoto is doable.
Tried that we had to cancel the room and get it again for twice as much
