You should start with learning Kana. If you have that you can jump straight to Vocabulary and Grammar.
I suggest you download Anki and the „Improved Core3K“ deck available at the Ankiweb site for vocabulary.
As for Grammar i have used Tae Kim‘s grammar guide and it did pretty well for me. (There are other possibilities though like the Genki books.)
After that if you want to learn how to write, you should get „Remembering the Kanji“ from Heisig.
If you want to learn to speak and you don‘t really have any Japanese people locally i suggest you use „Tandem“ app that is designed for this very purpose. An alternative is the Game „VRChat“ which has a lot of natives playing it but you would need a PC to play it. (Its originally designed for VR but you can also play it without a VR headset like i do)
