Well 保育園is essentially a day care service where education is important, however , it usually comes in second. Of course this varies.
幼稚園 is the actually kindergarten where they have to learn certain things. I think there might be more regulations on 幼稚園, in regards to what kids must be taught,however, I don’t really know.
