I know the Japanese limit for pedal assist is 22 kph, but I’d like to import my ebike that has a 32 kph max. It’s only class 2, not 3.
Are they really going to check when I bring it in? I’m assuming if I bring it on the plane with me, unlikely, if I mail it, possibly.
Anyone have any experience with this?

Check when you bring it in, I can’t say.
You may have trouble registering it locally, and of course if you get stopped/check by the police.
Well, you’re already looking at ‘Baiku’ numbers right there.
Is there a reason you want to risk confiscating, and destroying your expensive e-bike, when you are planning to ride moped speeds anyway?
You can find a cheap ‘baiku’ if you look around.
Shaken doesn’t exist, and the insurance cost is next to nothing.
In my mind, the problem is not importing it. Maybe you can get the bike in. Similarly, you could order a mod kit for a regular bike. It’s easy to have an overpowered bike.
The problem is when you’re going 30 on the street and the cops see you, they can pull you over and make your life miserable. Why would you risk that?
Of course if you’re planning on registering your bike as an electric scooter of some type, including getting insurance and a tiny license plate, which I’ve read is possible but sounds like it could be tedious, that’s a different story.
Customs is not going to care about the max speed on this bike. You can legally own this level of ebike for use on private land. The problem is whether you can legally ride on the road. If you have to pedal and there is no throttle of some sort, you will likely never have a problem.

How is this going to work anyway? You can’t check in lithium batteries into baggage, are the cells removable so you can bring them in as carry-on?
I had a van moof a few years ago. It was self select in the app, you just told the app you lived in US and it would change the limit to 30kmh
Sounds like an absolutely horrible idea. You’re opening yourself up to some potential legal/criminal issues.
