Go to your nearest medium sized mall and look for a store that’s rows of screens and a counter. Conbini prints are okay if a bit expensive if you print a lot. The quality isn’t better than the vending machines you see at many malls and electronic stores though. If you need prints bigger than the L standard you’ll need to go to the store or order them online. I know you can do this online but I’ve never done it myself.
Here in Kanto business is not great for these photo print places. I guess the pandemic didn’t help and I’ve come across two locations of Palette that were boarded up. They were storefronts though, not in the mall.
Put 写真プリント in your Maps app and see what comes up.
Haven’t checked recently but biccamera should be able to print ones in high quality requesting from staff desk. But check your nearest one if they have that service.
Find your local camera shop for people who still use film. They’ll also have a facility for digital.
They’ll probably use better quality photo paper than Yodo / Bic / Kitamura, and will also most likely be able to do little customisations, like borders, etc. Extra bonus for giving your money to a small, local business.
I’ve never had a problem printing them on photo paper at convenience stores. Are you selecting the right option?
A real print shop has better size options, though
Google photos has a feature to print to the 711 machines, they look pretty good to me
You can also print from rakuten shashin and have them delivered. https://shashinkan.rakuten.co.jp/en/ it’s a lot cheaper than conbini or shops, like 12 yen per photo.

You may also want to try asking in /r/Osaka.
