Reworded posting on Japanese language ability

Hi, it seems my previous post was unclear and got removed. I apologize for that, I’ve tried rewording this one to be more clear.

Are there gaijin in Japan who, ridiculous and impossible as this seems to be, don’t learn the Japanese language? I had thought this a joke/apocryphal when someone mentioned it, but then I saw another comment alluding to this. How are these individuals able to eat, shop, or socialize? It seems like an impossibility to me, so I’m skeptical this happens but would like to take measures to avoid these people.

I would also like to state that I have done several hours of research, on various search engines, attempting to find the answer. However, any time you type “Japanese language” into Google, regardless of what other words are included, their SEO immediately assumes you’re trying to learn it and spits out results for commercial services.
