The apartment is listed a pet negotiable but I know a lot discriminate against cats.
I don’t have my cat with me right now, but I plan on having her move in with me in a few months. It sounds like a dumb question but— is that allowed to do it during my lease than before signing it? I anticipate a security deposit fee.

What did your agent / property management company / landlord say when you asked them? Because they’re the ones who know what agreement you have with them. You should too, but it sounds like you didn’t understand/translate your lease agreement.
They’ll require a pet deposit and paperwork beforehand. Call them and get it all sorted.

You contact the landlord or management company and ask them.
If pets are negotiable they’ll generally ask you for more money in return. It is framed as additional deposit, but in many cases they say it’s non-refundable.
