There’s [this](http://dog-heart.ico.bz/index.html) place called Dog Heart that lets you ‘rent’ a dog and take it for a walk or just play with dogs inside. It’s not exactly Setagaya or Kawasaki, but it is along the Odakyu line which runs through a fair number of stops in Setagaya FWIW. I’ve personally never gone so I can’t really give more info than what’s on the site.
There is a dog place close to Yoyogi where you can play with dogs and even rent one to go on a walk around Yoyogi Koen. Took my boyfriend there once and he lived the golden retriever. The place is called Dog Heart fromアクアマリン
Roka Park (north Setagaya; 1 Chome-20-1 Kasuya, 世田谷区 Setagaya City, Tokyo 157-0063) has a dog run and is an otherwise pleasant place.
There’s a dog run in Komazawa Park also.
Dog cafes (犬カフェ) are a thing, try to look if there is one near your area.
