For parenting groups in English, Facebook still seems to reign supreme. I’d check out any local or local-ish groups. Even if you don’t see anyone posting about your specific area, make your own post looking for playdates (or whatever) and you may get some interest.
Ironically all of the play dates I’ve arranged for my kid happened organically (yochien and neighbors), while I’ve used the parenting FB groups to find myself and my husband friends that engage in our respective hobbies!
児童館(jidoukan) or neighborhood park
Check out what classes are available at the local children centres for your kids age groups. Or, just take them there for general playtime to meet other parents.
Search google maps for “children hall” or “児童センター” to find the ones in your area. Your municipal website will likely have a list as well.
