Almost all plastic surgery clinics offer free or inexpensive consultations. However, it depends what you want done. You should research doctors and their before and after photos for what you want as they all specialize in different procedures. If you don’t know what kind of procedures you’re looking at it in general would be very hard to find appropriate doctors. You probably don’t want to go to the same guy for a nose job as liposuction. First decide what area of your face you’re looking at changing and go from there. I’ve put some popular examples below and the Japanese search terms.

There’s an app called gangnam unnie. it features a bunch of korean and japanese clinics and every once in a while they have a consultation event.
the consultation events are free and if you make a down payment on that day you get a coupon for later.
i went there for an acne scarring clinic reservation and it was pretty good!
I like Azabu skin clinic
Only been there for Botox and a filler consultation (I did the Botox, not the fillers) but the doc explained well and I was very happy with the results.
Definitively do extensive research for Japan options; but I highly suggest you consider Korea for this, as they have a lot of experience in that area.
