Not really. Your best bet is to socialize a bit and see where things lead.
If you want to date other gaijin, get involved with an activity that is less popular with the Japanese.
If you want to date Japanese people, learn Japanese first. Otherwise things will be way more difficult for both parties.
Bumble has woman make first move and in japan seems to attract women looking for a date combined with an English lesson.
