Are these abnormal working hours?
Also, would I be able to interact with many people around 10pm out and about in Japan?
My fear is that I would be working too late to experience Japan and popular areas in the evening daily.

These sound like pretty typical eikaiwa hours. 10pm is pretty late, not saying there won’t be anything to do if you’re in a city but in quieter, more suburban, rural areas you won’t find much.
That’s for eikaiwa work, if you want more normal hours look for ALT work

No, most people would be home by 10pm during the week.
I did a one year stint at AEON years ago, with hours of 12 to 9 and then 10 to 7 on Saturdays. I got my workday down to the point where I could bolt out of the school in time to catch the 9:12 PM train, and then a coworker and I would hang out at a bar or play music together. Saturday nights we would drink a bunch, Sundays are for recovering, and Mondays are for actually cleaning and doing errands. Good days
