Does anybody know if one can Apply for a university in Japan without a degree?

I read that they do accept participant for education in Japan with 12 years of school. I am from Norway and in our country the course of school is 13 years. Whereas i have completed 12. Would i be able to apply?

    The “12 years of school” thing assumes that your country operates on the “standard” 12 year program.

    You are required to have finished your secondary education. If you’re from a country that does 12 years, you need 12 years. If your country does 13 years, you need 13 years.
